Well that's why one of the ideas was to allow the MOTD to also have web browser support so that kind of stuff could be linked to. The actual "Message Of The Day" thing is just a very old existing feature, hence the name being kept. Theoretically, we could also allow the use of screen textdraws built into GTA to display a welcome message via scripts. I would suggest Battlefield-like way - image signature - easy to create (as server admin), easy to code (as mta developer), easy to understand (as player).

If we do go the MTA:SA-style route in the Blue project, that probably could be very easily done.
As for the rewrite, that could be added via HTML if we could somehow get HTML support into the existing MOTD section.
